Louella Tham will bring CHECKS & BALANCES

Issues in District 6:
-We are over planned, over taxed and under achieved.
- There are persistent police shortages with worsening safety issues.
- Increasing budgets for MCPS yet there is a smaller population of students and less student success.
- Small businesses are suffering or shutting down.
- Traffic is gridlocked caused by bad planning; it is time to think seriously about having fewer bike lanes.

I will bring checks and balances to the current council because I am an outsider to their political groupthink. I bring a fresh voice to the council. My experience is in different businesses. I have also served on my community board as VP for ten years.

Professionally, I have worked in administrative roles, financial banking, and marketing. I am now in sales and supplies in the natural organic foods sector as a leader. I am experienced in contracts and negotiations. My real world experience is needed on the council. I believe a great deal of money can be saved from bad contracts or plans and those dollars can be put back to work for the People in a responsible way.

I have lived in Montgomery County in District 6, the majority of my life. This is my hometown. I am committed to listening to what the People need and carry out our plans together.

Forever tax increase needs to stop

The current council has every intention to keep increasing our taxes with no limits in sight and we have yet to see our needs met. Natali Fani Gonzalez even tried to hide the tax increase by removing the Income Tax offset Credit (ITOC), which provided tax relief of up to $692 for homeowners.

There are bad contracts, ineffective programs and frivolous use of our tax dollars. Since Montgomery County HR covers all county agencies' HRs, it is wasteful and redundant for each department to have their own HR. We should have one or the other but not both.

Not long ago, our county paid 168 million for a flee of EV school busses. Those buses do not work and we are still using diesel buses. The contract for these buses did not protect our taxpayers interests. I believe once we are able to identify and stop wasteful use of funds we can bring balance to our budget.

Taking care of Small Businesses

Currently it is impossibly difficult for small businesses to do well in Montgomery County because of too many regulations and red tape. Small businesses are the backbone of a healthy economy and boost morale. I intend to look into eliminating any regulations that are excessively burdensome for our small businesses.

Safety, MCPS & Infrastructure

Over half of our budget goes to MCPS and yet there are fewer students and the buildings are not being taken care of. Things aren't adding up. I intend to listen to teachers, parents and students on how to correct that.

Our police department is at least 200 people short. We need to help them fill those vacancies and to make sure they are receiving sufficient support from our county to keep us safe. Wheaton Plaza should never be a place where we can hear gun shots. We need to boost police presence at this mall.

According to official data, Montgomery County has a significantly larger amount of reported hate crimes compared to other counties in Maryland. Most of them seem to happen within MCPS, our school system, with places of worship also being a target. Our community, regardless of culture or religion has a right to feel and be safe when gathering. I fully support the Rabbi who is taken Elrich to court to protect his Synagogue's rights to have private armed security on site.

We definitely have room to improve in terms of traffic patterns and the timing of traffic lights. Some of the bike lanes in District 6, could use HOV type restrictions during rush hour, including on Georgia Avenue and University Boulevard.

I personally witness everyday empty bike lanes while cars and trucks crowd in a traffic jam, burning fossil fuel and creating brake dust. Not environmentally friendly all.

Louella Listens

An important reason I decided to run for this County Council seat is the fact that Fani Gonzalez failed to listen. She failed to be transparent with us. She failed to pay attention to our concerns for our community. There is a publication where she talks about enjoying defending projects she choose to implement in our district against our wishes. If she is truly working with us there should be no need to defend any position she takes with her projects. We are sick of being waved away as if we don't matter at her town hall meetings while our tax dollars pay her a $180k salary.

I have always stood up for people who couldn't. Now I am standing up for us, for our community in District 6.

I listen. What I need from you is to tell me what we need to do to fix things together. I will implement a system to collect all the important feedback and concerns from the People in District 6.

- Phone calls will be answered, recorded and returned in a timely manner with follow-ups to ensure questions are fully resolved.

- Emails will be read with replied in a timely manner just like the phone calls.

-In person and virtual town hall meetings should be offered at times where it is realistic for the People to come attend; with accommodations for any special needs addressed.

-the People should always have a say in any decision to move forward on any plans that involve District 6 as long as I am involved.

I will be a proper public servant being a good example of how a County councilman/woman is supposed to go about this Position of Public Trust.
